The stars have aligned for the city’s ambitious Bradner Dam expansion, a project that, if completed as planned, will triple the city’s current water storage capacity.
The city has already completed much of the work required to get the project shovel-ready, thanks, in part, to a $1.8 million appropriation from the state Legislature last year. The governing body had also previously raised water rates, a move that allows the city to secure $12 million in revenue bonds to help finance the project. But that still leaves a $16 million funding gap.
