    •Casa de Samaritan Homeless Shelter at 716 Grand Ave. is operating every night, providing meals, laundry and hot showers from 6 to 8:30 p.m. The shelter is open for overnight stays Nov. 1 to March 31. The Thrift Store, at Seventh and Legion, offers vouchers for clothing. Samaritan House offers a food pantry distribution every second and fifth Wednesday.   • Wednesday, Dec. 8, 1965 — Voices of Las Vegans were raised in protest against the proposed sever and garbage rate increases Tuesday night at University Hall, with a number demanding that the people be allowed to vote on this controversial issue. According to the figures presented, this proposed ordinance would mean an increase for some families from the present $3 per year they are now charged, to $30 a year.
