Where is letter writer getting information?

The letter from J. Emilio Aragon re. Co-op election aroused my curiosity on a couple of points. 

He states that members with multiple meters get multiple votes. I have three meters on my property, but they didn't give me more than one vote.  Where did he get that info so I can avail myself of the benefit in future elections?
