I was thrilled when City Council passed last year’s tethering law, but it is meaningless without enforcement. On May 30 I called city police to report four dogs that were tethered in violation of the law, and another large, aggressive dog that was roaming the streets. The two officers I spoke with ... informed me in no uncertain terms that they were unable to do anything about it because the violations were on private property. This makes no sense. “So if you saw a child being abused on someone’s front lawn you would do nothing?” I asked. I got no reply.
