Trash bin in wrong place

There is a dumpster in the parking lot behind Wells Fargo downtown that is used primarily by Dick’s Restaurant. The fact that the city trash truck drivers can’t seem to place the damn thing on its concrete pad is one thing, but why is it always way out on the sidewalk!

What really gets me is that this thing is nearly constantly leaking a mix of bar and restaurant fluids across the sidewalk and into the gutter!
