Maybe Josephine Torres has found the answer to the problem of excessive DUIs in northern New Mexico. She is suing Mora County Sheriff Thomas Garza for failing to protect the public from drunk drivers.
When you read in the Optic that so-in-so has been arrested for his 9th, 10th, even 11th, DUI, you have to wonder why this keeps happening here. You don’t see this in other parts of the nation, where these chronic offenders would have long since had their vehicles impounded and been thrown in prison.
