Private Use of Effluent Water was a big story in 2011

In the Optic's coverage of water and the weather as the number-two story of 2011, they failed to mention effluent water. In April, the city suddenly banned all outdoor watering, as the Optic pointed out. But on Memorial Day, the city just as suddenly started offering effluent water to residents who had the equipment needed to haul it.

This act created an instant demand for water cubes and tanks that could be mounted in truck beds and on trailers, immediately followed by the rise of entrepreneur water haulers.

On our side of the mountains, we are usually a couple of notches above being a desert, but this year we barely got close to the 10 inches of precipitation it takes to escape that designation.
