The conditions at the city transfer station have been deplorable and an eyesore for many years. But make no mistake, the situation has persisted throughout Mayor Alfonso Ortiz’s and City Manager Tim Dodge’s entire terms of office. For Dodge to try to pass the buck as an inherited legacy may make sense if you don’t think about it. But who was the city manager when the city failed to submit the necessary documents for a midterm permit on May 28, 2010? And why in March 2011 haven’t the documents been submitted?
