PNM, which has offered customers access to electricity generated by wind power as an extra-cost option called Sky Blue, is now proposing to shift that option to a 50-50 blend of wind power and solar power at an even higher extra cost. They say the cost of producing electricity through solar energy is higher than the cost of producing it from wind energy and both costs are higher than coal or whatever they usually use. Isn't one goal of Blue Sky to promote economies of scale that would bring down, not drive up, the cost of electricity generated by renewable energy sources?
