A panel is recommending major changes to the way the city government operates, including strict ethics rules and curbs on the mayor’s and City Council’s powers.
Starting Monday, the city Charter Commission will be holding weekly public hearings in each of the city’s wards on a proposed new charter, which is essentially the city’s constitution. The current charter took effect four decades ago, when the two Las Vegases united.
