Chained dog, sitting duck

I saw a pack of very muscular pit bulls run down the street recently. They weaved in and out of each yard as they headed  toward Walmart. I called animal control. The message said to call the police, who said they would check on it.

I know I’m taking up more than my share of space now but I just wonder, what chance a chained dog would have against that pack of pit bulls? A chained dog would instantly morph into a sitting duck, would it not?
