There are two additional, albeit often unspoken and probably unpopular issues, that need to be at least considered in the discussion concerning New Mexico ranking lowest in child well-being. These are: fetal alcohol effects contributing to impaired brain function in children as well as the need for discussion about population control. Failure to directly confront these two areas puts New Mexico children at high risk and has undeniable adverse growth and developmental effects on the well being of children.
