The case in which five newborn puppies reportedly died of suffocation or exposure after being abandoned in a plastic bag near a ditch in Albuquerque is eerily similar to another incident that occurred last month. In that case, someone abandoned a litter of puppies next to a dumpster after the Albuquerque Animal Welfare shelter refused to accept them.
The shelter had recently implemented a “no-kill” policy and was so overcrowded that it was putting people who tried to surrender animals on a waiting list.
